EU RVSM approval and Compliance with Initial Monitoring Targets

Hi,

The parts describing "The global requirement (contained in ICAO Annex 6) which states that every operator of RVSM group-approved aircraft is required to have a minimum of 2 aircraft of each monitoring group operated height-monitored either every 2 years or every 1000 flying hours, whichever is the greater." - is pretty self-explanatory to me.

But can anyone direct me to a document saying anything about the initial monitoring after gaining the RVSM approval from State Authority? I came across some random articles and FAQ saying how "operators must conduct initial monitoring within six months of the date of issue (of the RVSM approval) but no specific ICAO/EASA/Eurocontrol source document or even citation provided.

I’d appreciate it if someone experienced with RVSM-related matters could shed some light on the subject.
