China overflight charge

Hello All,

I am hoping to get some clarity about a charge we had for a China overflight permit from Tong Da Air Service.

Although we requested a permit to operate within China, the flight was cancelled and we were charged an en route fee.

Is this normal, or did our handler make a mistake and forget to cancel the flight?

Tongda Air Service charge for nav fee and a service fee. I think the latter is about $500.00 depending on the aircraft.

Have you proof the flight did not operate ?
