Using Directs in Flight Plans

Hi All,
Does anybody have an idea when you can plan an IFR flight plan with direct segments at normal cruising levels (FL360+) ? I've noticed over Italy you can just join two point without following airways. France is a nightmare on the other hand. Does anybody have a good guide/book for flight planning? I'm using ARINC direct for flight planning software.
