Would anyone know if the FAA has approved voice SATCOM to meet FAR121.99 Dispacther / PIC communications requirements? This is for operations in a non-VHF AIRINC environment, i.e. outsidethe US.

Yes they have. Satcom is considered acceptable for long range comms and can be substituted for HF.
