EASA

Under EASA can a post holder of ground operations i.e. Ground Operations Director also cover the Company's Quality and Safety department?

I believe the answer is no, and btw the Quality is now called the Compliance Monitoring departement under EASA:

• The following functions must be assigned:
- Accountable Manager;
- Safety Manager;
- Compliance Monitoring Manager.
Air Operations:
• Additionally, persons responsible for the management and supervision of the following areas, shall be assigned:
- flight operations;
- crew training;
- ground operations;
- continuing airworthiness.
Those persons may not act as Compliance Monitoring Manager.
