AFI region?

What are the dimensions of the IATA AFI region? The new IFBP highlight the area within the AFI region where calls on 126.9 should be made. This new defined area has led some people to believe that the SLOP should now only be applied in this new area and not as before from 30N. But IATA state that the IFBP area is just a part of the AFI region. So in short, do we still offset in the AFI region (whatever the definition of that is?) outside the IFBP area? I'm looking for procedures and facts and not someone preaching good airmanship. Thanks in advance
