GCAA Dispatch License
I hold a JAA CPL (UK), obviously with passes in all groundschool subjects. Question is - in order to obtain a GCAA dispatch license, do these qualifications ease the process or do I need to start from scratch with regard to dispatch training? Got potential job in UAE which needs license and would like to know where I stand before going any further.

Civil Aviation Regulations (CARs)
Follow this link to UAE flight crew licensing regulations for the requirements, my guess is that you will gain some credit if you've been aircrew for expereince requirements but won't get around an approved course or the examinations. They may accept an FAA Dispatchers license, others on the forum here will tell you more I'm sure.
