Alternate airport choosing

Hello Colleagues,

We are faced with one kind of question, for example:
Flight XXX from UNEE(Russia, Kemerovo) to VVCR(Camranh, Vietnam) and we take two alternates VVDN(Danang, Vietnam) and VTBS(Bangkok, Thailand due to techical base located there). One time VVCR and VVDN are closed due to weather and we diverted to Bangkok, but we was rejected to do that because we dont have overflight or landing permission for Thailand. So the question is - could you please give us link to ICAO document where we can read about that? In Europe no problem to divert from EDDF(Germany) to LOWW(Vienna)

EDDF & LOWW are a part of EU airspace. Therefore if you have permission to fly in EU, you can land at whatever alternate airport you want (if not limited by something else).

Thai guys can do whatever they want with their airspace, since they are in no union.

Convention on International Civil Aviation will shed more light on. Chapter 2 to be more precise. Есть и на русском:
