Carry-on luggage limitations
hi everyone! Does anyone know if there is a document possibly ICAO saying about right of Airline to refuse some personal items from carry on luggage? For example PAX is allowed to have 5 kg of luggage onto the cabin and additionally brings personals stuff as duty free bag, laptop, umbrella, coat, baby bassinet and etc. but no space to stow all these items. Any rights to refuse?

For example two unrelated passengers complete ALL pre flight security protocols, including two x rays of all baggage, including hand baggage.
The airline in question has a rule of only 1 peice of hand baggage.
The two unrelated passengers arrive at the boarding gate and 1 has a lap top plus small bag, the other has nothing.
The gate agent refuses accessof the 2 bagged man.
The 0 bagged man offers to hold the lap top, for the 2 bagged man.
The gate agent maintains that this is a serious breach of security, and calles for back up.
Question: How do you understand the 1 carry on person. ????
In this company there is no limit to weight, only volume.

1) He has completely misunderstood and misapplied the most elementary principles of his security training. That is not in the least professional.
2) He is a miserable jobsworth. That is just pathetic.
