Dispatch Asia

Anybody knows of any Asian airlines that employ foreigners in Ops and/or Dispatch?

Yes, I believe AirAsia does.

Plus this new airline in KUL, Malindo, might do also, they're due to start ops in May 2013

To work in Asia, most regulators require a licence. The ones that do as follows
Philippines,Indonesia,Malaysia,Japan. I dont know about the others but I think Singapore might not.
India doesn't require one but they do require dispatchers to receive an endorsement from Indian DGCA stating who they work for and what type of aircraft will be dispatched. This achieved after 90days OJT and some exams.
