Why Iraq CAA considers Croatia a "Third World"?

Sorry, i've just found it now on an IRAQ-CAA net surfing for another issue, and considering that Croatia are very well recognized amongst the so-demanding european authorities nowadays, why the hell IRAQ does not allow them, puting them side by side with Congos, Guineas, etc?

Has something to do with 5th freedom rights and that Croatia will not allow direct or overflights from Iraq at least that's the kind of problems we encountered at Air Sweden when we tried to position flights ex EBL to SPU to pickup summer charter pax. Thought they'd sorted this one out now but clearly not.

Croatia is probably now the worst country to get a permit, ex-aequo maybe with Venezuela, thanks to an individual down there who obviously takes his job very seriously...
