Aircraft towing tractor minimum specifications for A/Cs under 50000 Kg

Hello.
Please help me in the way that according to AHM Aircrafts under 50000 Kg shall be pushed/pulled with what important requirements as asked below:

1- Least specifications the vehicle shall have?
2- Vehicle drawbar pull?
3- Transmission torque?
4-Brakes?
5- Other important specifications that I could not mention.
6- Can a baggage tow tractor for a traction or drawbar pull about 5000 Lbs or 2.5 tons be applied for a Fokker100/Fokker50 or ATR aircraft?
