U.S. Airspace Waiver

Hallo all,

we are planning a flight with a German registered C525 to the U.S. in May.
As far as I know all foreign registered aircraft fliying to and within the U.S: require an Intl. Airspace Waiver. Usually the aicraft is flying commercially but to ensure to change our route within U.S as flexible as possible we would fly private. Is a Waiver still required if flying private?
