runway shoulders

hello, i would like to know what is the maximum height of an obstacle that can be placed in the runway shoulders. like: lights, signs....

I've looked in the ANNEX 14 and all I could find was the height of an obstacle in heliports (25cm or 35cm for elevated heliport)
