tips to set-up small OCC

Hi guys,

any tips/advices/checklist of how to set-up small OCC. new start-up co., intention in regular charter business within EU + N.Africa, ME.

5-10 aircraft medium jet size.

any info appreciated (to get timeframe&costs idea) - overflight permissions,flight planning, rostering,performance, etc etc.
