Average Wind Aloft For A Specififed Route

hello , i know that a lot of flightplanning system do this task ,
-I want to know if the METEO CENTERS in airports could give the average wind for a specified route ,or if it exists a site in witch we give the route we get the average wind along this route taking care of the upper wind charts.like routefinder but no average wind is given
-can someone tell me or give me the second format of the upper wind chart wich i think is in electronic format text
