Embraer 195 - FlyBe

A quick question (it's one of those that whilst I think I know the answer it would be good to know exactly what something means!) if you don't mind.

The FlyBe/BA thread mentions that the FlyBe 195 has a "dispatch rate of 98%".

What does this mean? Am I right in assuming that at departure time for 98% of the time ir is mechanically 'fit' to go? How does that compare with other types?
