ACJ Advisory Circular Joint

Hi
I was just reading about fuel policy according to AMC OPS 1.255 (Contingancy fuel required) when I came across a reference to ACJ OPS 1.295. I've been googling for a while but all I could find out was that ACJ stands for AdvisoryCircular Joint.
Can anyone tell me what that is exactly?

From: I used to go missing a lot...Miss Canada, Miss United Kingdom, Miss World.
A bulletin sent out to all relavent parties on whatever subject it pertains. (the "joint" is for joint aviation authorities - JAR/FAA)

IE: Boeing might send a "joint" saftey bulletin to all airlines who operate a 737-200 for instance.

thank you. So if I understand right, these bulletins etc. are all matters that all authorities participating on the advisory circular joint agree on? = the same regulation for FAA/CAA/JAA/TC....?
