Thumbs up English Tests!

Hi
I work for a handling agent in France and we are currently preparing for the summer and recruting new staff. I want to ensure our new despatchers have a good level of english but cannot sit with them all for an hour just to check this.
We are setting up some tests to do on an evaluation day, anyone who passes the first set will then be invited for an interview.
I am trying to pull together an english written test and need your feedback as pilots or desptachers!
For pilots, what would you say are the key words that despatchers need to understand? Should they have a basic conversation level or more? Do you have any exemples of texts that you would expect them to be able to translate/understand easily with some operational vocab?
Basically any ideas and help you can bring would be great and will help us recruit staff with a competant english!!
