Irish Certification Requirements?

A question for you all.
If a US company leased one of its aircraft (an A310F for example) to an Irish operator & the aircraft was transfered to the Irish register. Under which licensing authority would certifying engineers need to be qualified, JAA or FAA? I am assuming that any approvals would need to be issued by the Irish company.?
