converting ICAO type 2 to JAA

could anyone give me some info on how to convert an ICAO type 2 to JAA. I have a canadian licence, and would like to get a JAA. Afew years ago i was told by the CAA that all I would need to do was write the air regulation exams and then pay a bunch for each rating i wanted. Is it still possible just to write the air regulations or do I need to sit all the exams. What class of licence is easiest to get, and do I have to go to a member state to write the exams. Also at what cost. Any help would be much appreciated.
