PRE Flight Inspection

Very basic question, under EASA regs from an engineering point of view ... who can sign a pre-flight, +5700kg aircraft ???? what are the min requirements

Pre-flight Inspections

See note at the bottom of the page. In short, pre-flight inspections are not considered as maintenance, hence CRS not required.
