HF,EWIS & FTS - 147 Approved??

Just a question to anyone out there who has done any or all of the online EWIS, HF and Fuel Tank Safety courses. I was told by a contractor friend of mine that some maintenance companies require the course to be conducted by an approved part-147 training organisation. There are some companies that offer the online courses which are not part-147 and some that are part-147 approved but as you can imagine the price difference between the two for the courses is considerable.

Need to get the three courses completed shortly and dont want to spend money on certs that dont cut it with some MROs and ending up having to do courses all over again for part-147 certs!

Cant find the where it stipulates this in EASA regs?

Any advice greatly appreciated!

The position is that Part 147 Approval ONLY, repeat ONLY concerns two specific forms of training. A Training Organisation can have one or both of these approvals.

1. Approval for Fully-approved Basic AME Training (ie offering an approved 2400++ hour course with the Modules, Practical and OJT, leading to a Basic Training Certificate), together with approval to set and run the Module Examinations and Practical Assessments as part of that course.

2. Approval to run Level 3 B1 and/or B2 Type Training courses. The initial approval must be on 1 Type (a type listed by EASA with a specified airframe/engine) to which more types can be added along with their different engines.

NO OTHER TRAINING is covered by the Part 147 approval. Thus whether or not the supplier of any other kind of training for maintenance staff has a Part 147 approval is neither here nor there, because even if they have got one their NAA (eg UK CAA) will have nothing to do with these courses and will neither approve nor disapprove them.

It is an EASA rule that Part 147-approved organisations may NOT mention their approval in any marketing documentation, certificate etc other than when it is about the training for which they hold the approval, ie Basic and/or Level 3 Type courses. In the UK, whether or not this is enforced appears to depend on the whim of their CAA Surveyor, like so much enforcement by the CAA.

The EASA rule, in respect of all maintenance training other than that covered by Part 147, is that a Quality Manager of an organisation should assess the training undergone by those working in that organisation and be satisfioed that it is compliant, at least. This includes mandatory courses such as HF, EWIS and Human Factors training.

Certificates issued by the 3 main suppliers, SCom, Bostonair and Cloud Aero Training (CAT), are accepted generally. Price and service levels vary in a very competitive market; see aviation job search. (Two are agencies trying to make money from their contractors, and one is an independent specialist provider that does nothing else apart from prepare and run online CBT courses.) LRTT also supply courses, but getting one is an involved procedure, and their claim that the courses are somehow Part 147-approved is simply untrue. One lie usually begets another.
