I called into my MO recently and was shown the amount of paperwork that they have to generate for an EASA ARC. The paper in the clipboard was approximately 1cm thick of A4. So, I asked them how this compared with the old CofA; apparently 36 forms as compared to 6. Don't know how this relates to the guys wielding the spanners, I suspect not much!

Sounds to have been a long time between your visits to there?

Paper and clipboards generate paperwork - I wouldn't use 'em except for scribbling notes for the 'puter.
