PRNav approvals

I'm currently invloved in arguments with EASA avionic experts on whether PRNav approvals should be Major changes and automatically be treated as an STC, or whether, if the approval just affect the flight manual, should be Minor changes, with an AFM supplement alone approved via the Minor change. EASA have stated STC automatically and pointed me to the GA FAQ table on the EASA website (my current project is for a Beech 58, bit the principle applies to any aircraft type needing PRNav approval). In my own minor change application, which was rejected, we have a Garmin G500 EFIS and Garmin GNS530W, so the installation is fully compliant to JAA TGL-10. As a result, we are following the STC route.
I wonder what experience others have had and may have already tried to get PRNav approvals, and in particular, in GA aircraft via minor changes?

Dont know about all your technical stuff - but is JAR TGL-10 still valid?
I thought all TGLs were dead?

Yes TGL-10 is still current intil EASA deciode to put something equivalent into AMC20.

Well as the 530 has been installed in one all be it a PA before, would that part not be a minor mod?

Sorry to be the bearer of bad news, but in my experience (Chief Designer), it is the Flight Manual Supplement that makes the mod a Major one. The excuse being that the FMS has to be reviewed and approved by the authority.
I know it seems mad but I once had to have an R22 lamp mod go down the major route as there was a slight change in wording from the original FAA approved FMS to make it applicable to EASA.

Lots of AFM changes can now be done via a minor change using a Form 36 (if a DOA, as we are). This includes BRNav, Traffic Advisory, low volts etc, so we hoped PRNav would be approved uin the way, but alas no.

Angel Fm - Major

In my humble experience a Flight Manual revision makes it Major - does depend though on what exactly is req'd to bring the subject a/c up to PRNAV spec' ? - in the good old days a friendly chat with the local surveyor would resolve the matter - nowadays not so easy - reams of CS reg's to go through & interpret like a lawyer
