A couple of engineering careers questions

Guys and girls,

I'd appreciate some advice/assistance from the experts amongst you regarding a couple of engineering careers-related questions.

Firstly, can someone explain the engineering licensing structure in Europe, and how/where one may obtain a Part 66 license please?

Lastly, I'd be interested in gaining some pointers on becoming a Flight Operations Performance Engineer, as far as qualifications, how/where to get them, and any other advice for a newcomer?
