Jordanian A&P Technician, How to Get FAA license

I am in Jordan at present and a Jordanian A&P and IA License holder has asked me if he can do the FAA License in the UK or any other country in the Middle East to save going to the USA - Advice Please?

You used to be able to do the exam at the FAA field office in Frankfurt.
