SEP aircraft of foreign register

I find (not alone I am sure) the current rules very confusing about many things. Simple question here though. What licence must a UK engineer hold to be able to perform an annual, for example, on an EASA registered aircraft? Not on the British register but actually on the French register.
Thanks
