cherokee 6 - fuel drains

Can anyone answer the question why you need to fuel strain the tip tanks for 11 seconds and the inboard tanks for 6 seconds minimum as stated in the POH.

Thanks

Possibly they are more prone to water ingress than the mains and a six second sample may only give you a tester full of water so you would miss that is was water and not fuel....... therefore they have increased the time required so you can be sure its fuel and not a mix.
