Question ILS Radalt Area Query

Working on a costing for an ILS upgrade to CAT II. There is a problem with very steep terrain on the approach to the threshold, resulting in a lack of an ICAO recommended Rad Alt Area.

I have heard that other airports have bypassed this problem by creating a wire/mesh network to give a false ground indication to the RadAlt.

I would be obliged if anyone has any info on this

I could be wrong here but is there not an exception that allows a Cat II approach based on baro rather than Rad Alt? Certain proceedures have to be in place and approach charts anotated with the relevant data I believe (i.e. Jepps or whoever informed)
