Interesting point, once I was asked specificaly to go to 1200 exiting CTA as my code was needed by others.
Not to mention the number of x666 codes I've been given, very bad omen.
Can't answer the question though.

Normally allocated by the TAAATS(ATC) computer 45 minutes prior to ETD, but some acft such as TV station helos and police operating in a particular area have permanent codes allocated. RAD tag or popup acft codes are also computer allocated.

Discreet SSR Codes are allocated to a country by ICAO. Where possible international flights are kept on the same code from departure point to destination.

Another group of codes are available for domestic use. These are managed by Air Services allocation to the ATS units and military. The TAAATS system will allocate codes as they are needed and become available.

It is quite normal for ATC to change your code back to 1200 exiting CTA as it is the code allocated to VFR aircraft in a particular airspace.

A point of interest, there are 4096 available transponder codes.
