First of all Hello to all my friends in the Northwest, and the controllers of CAT tower.
Secondly, I hate to start my first forum with a whinge....but more to my point -
Just want ya'll to appreciate CASA a little more. I've had the awful experience of dealing with the FAA in converting an aussie CPL to a FAA CPC, and believe me you don't wanna do it.

I had the opposite experience a few years ago.
I converted an Oz ATPL to an FAA ATP-MEL. Dead easy:
* Do the Cl.1 medical. Approx. US$60 & 30 mins.
* Do one exam: Content of which is available in several reference works and is a LOT easier than Oz SCPL/ATPL exams
*Find an Examiner of Airmen & do the test. No instruction is required - but is strongly recommended - for a first attempt at the flight test.
I went to a flying school & did a few flights 1st to get used to the US system then did the test.
I'm very impressed with the US system. Compare it to the UK or JAA implementation for a #$%^& of system!!

No, they only recognise the licence held. To be fair, the same applies to an FAA licence holder converting to an Oz equivalent.
Holding a lower category of licence + theory for some higher licence isn't accepted anywhere that I can think of.
If it was then imagine the ramifications: CPL + ATPL theory converting to a foreign ATPL
If that's OK then why not a PPL + CPL or ATPL theory converting to a foreign CPL or ATPL, respectively.
Or a student licence holder with PPL, CPL or ATPL theory etc etc etc.
The mutual recognition/conversion facility applies to ICAO equivalent licences ie convert 'like' to 'like'.
