AVI to MPEG converters

Could anyone recommend a good avi to mpeg file conversion program.

It's to transfer files to VCD or SVCD to view on a Tv rather than VDU.

TMPG is pretty good - got all those VCD SVCD options built in. Get the latest download from tmpgenc.net.
