From their site the answer would appear to be yes - but with a couple of bugs. e.g. RANT 2000 V2.10 :
"23. No sound from markers when using sound card and Win 2k/XP. (No marker sound from PC speaker using 2k/XP is a known, and currently insoluble, fault)".
