iPhone/Internet radio

I've noticed over time that different radio streaming apps seem to have differing volume outputs, some hardly needing any volume from the phone, others (notably BBC Sounds) seem to need at least 50% to 70% of the max volume to have a reasonable hearing volume, even when wearing connected earphones, either bluetooth or wired. This doesn't seem to be a case of my hearing going ;-) or technical incompetence. Any ideas how to solve this 1st world problem ?

Windows (7) has an option "Loudness Equalization" which seems to help with this. Perhaps iThings have something similar?

On my old PC it seems to take a fair bit of CPU.
