Don't really know when it started but 'suddenly' I am unable to open links I need to open in my Outlook Express.

Any ideas please.

don't be surprised if that reverts.....that can be a real pain of a problem to stablise
I seem to remember the usual cause was a system restore where the versions of Outlook Express and Internet Explorer ended up out of synch with each other
