Question 3G Laptop Connection Stops After 4 Years (Error 628)

Never been defeated before; anyone got any bright ideas?

Scenario:
T-Mobile SIM; internal Dell Broadband Card Utility. Has worked perfectly for four years.
Shows strong signal and indicates "Ready" to connect.
Click "Connect" and it indicates "Connecting", "Authenticating", but then reverts to "Ready" and fails to connect (for the last week in different 3G areas).
Sometimes shows Error 628

Facts:
Dell Diagnostics shows 'pass' for Hardware/Software/Network.
Windows Diagnostics indicates no problem with laptop.
T-Mobile indicate no problems with account (or coverage in various areas over the last week).
T-Mobile supply new SIM; same result.
Try Vodafone mobile SIM; same result.
Device Manager indicates Modem working correctly; no new drivers available.
Uninstall/reinstall modem; same result.
Try restore point prior to problem; same result.

Puzzled???

Your location is listed as "UK", but where exactly? There have recently been some 4G trials in several big cities around the UK. You may have been trying to connect to a 4G system inadvertantly.

Error 628: Having 3 APN settings instead of 4 hence escalate

Profile Management Menu:
1. APN
web.ug.zain.com
2. APN Option
Static
3. Dial Number
*99#
4. Authentication Parameter
CHAP

These APNs are for a different system, in Uganda, included to check whether yours look right.

error 628 is a classic modem error - not specific to 3G

It means the remote user disconnected before the connection could be established
In real terms it can mean several things
remote system not answering
bad line slow data speed
and heres possibly the key one....when you get it with a 3G connection its often because for some reason the dial up software has switched to attempting to use the wrong modem (e.g. an internal laptop modem)
Check the settings for the connection and make sure the 3G modem is the one selected. If it isn't, then correct it. If it is, then you've probably got a dead modem
