There is no Flash on the iPad. It was deemed to unstable and prone to memory leaks. Also a lot of websites are increasingly using open standards such as HTML5 (which the iPad supports).
If you can export the plans off LIDO in some other format (e.g. PDF, images etc.) then there's bound to be an app that can help. Otherwise perhaps drop a note to LIDO with a feature request of an appropriate update for their app for the iPad.

why not use the correct program

I have downloaded 'Downloads Lite for iPad' which allows me to download the OFP etc fine.
You just need to put the http....... etc for the FOIP Gabi page in the address bar, and away you go.
