40 modems!
Something I've not seen before. On my win 7 pc, which is a brand new build. I.e. built fresh on Friday, windows has installed my fax modem, then gone on to install it a further 39 times.
In other words, in device manager it shows 39 Intel 536 modems, obviously there is only one on the motherboard.
I can uninstall the modems & have done and also tried removing it from the mobo, then scanning for hardware changes, but as soon as it goes back on, windows finds it again & installs it over & over. This is to all intents & purposes a new out of the box box in o/s terms, fully secured & really just used with MS office, mail & firefox.
Any ideas? It's not a problem, I've seen before. Fax modem card itself?

Log a support call with MS.
They need to be told that Win 7 is a lot buggier than they admit.
I've got two calls open with them, one to do with optical drives and another regarding network performance between Win7 and XP.

Is this BEFORE you do the HUNDREDS of updates to patch the patches that patch the mistakes in the original programing of Win7,....... or after?
You never know, one of the patches might patch the patch that fixes the mistake that........You know the rest.
