Windows Vista logon

I'm having trouble logging into my Windows Vista user account when I start up my PC. There are two accounts, mine (the main administrator account) and another one I created a while ago for anyone else who may use my PC.
When I try to logon to my own account I get a message:
'The user profile service failed the logon. Profile can not be loaded'
I'm currently logged on under the other account but the problem is I can't install software on to the PC under this account without permission from the administrator account by way of a password which I have never set up in the first place
Does anyone have any idea what has gone wrong with the administrator account and how can I fix it?
