Double click

Win 7 computer. Icons for programs on the desktop will not open with a double click; they only open with a right click OPEN command.
the confuser is for public use which means I need to leave a note telling them this, but worse is that the programs include Deepfreeze, which locks everything from modification. In order to open Deepfreeze to make changes, I can only open it with a double click.
It is associated with an ATD and at the moment it starts with a Beaver on floats sitting on a runway, which does not work too well.
Any way I can restore the double click feature? I see I can change the speed of the clicks, but cannot find a way to enable the feature.

If you right click on the icon then select 'pin to the task bar', will it open with a single click from there?

Car, I don't think that is relevant. The problem is only with items on the Desktop, and double click works everywhere else.
I figured out how to open Deepfreeze without a double click, but users will continue to have problems opening programs if they don't know about this.
Computers are so frustrating.
