Do you mean ripping a dvd to your hard drive and then putting it into a format that youtube etc etc will recognise? If you are then you will need a programme that allows you to do so, i use a prog called magic dvd ripper it cost £26 and it will allow you to rip the dvd to just about any format you wish there are many more programmes that will do this for you as well.

All it is is that a friend of ours appeared on a short news snippet, and it has been recorded to a VHS tape which has then been transferred to a DVD which we would now like to get up to youtube.

there are free programmes on the internet that say they will rip a dvd to your hard drive, i never found one that worked to be honest and so payed for a programme as i wish to put all my dvd onto a drive so that i can feed them through a media centre to my television. But do a search you might find one that works for you .

If it's been converted from VHS (or anywhere) to a DVD that will play in a set-top DVD player, then the format is the same as commercial DVDs.
Handbrake is good for ripping DVDs to many formats, and it's free.

The story so far :
I copied the appropriate clip from a VCR tape to DVD using a Funai DRVR-B778S DVD Recorder with built-in VCR.
The DVD plays back perfectly using this but obviously not on other folk's machines.
If I read the disk on the PC, the only file it shows is Track01.cda Size 44 CDA Audio File - ie nothing that can be ripped.
Any suggestions please?

Eric you need a programme to change the DVD into a file that is universally accepted by all computers Handbrake will do this, you need to change it to something like an avi file or whatever, i think youtube uses a flash based file am no expert on this but you need to change the file format

It seems to me that what is required is a computer with a video input on the graphics card, (S-Video or similar) stream the output of the DVD player to it and capture it on the PC.

Having just read the manual for that m\c it says :

Could be something in that, as the machine can bring up a message saying unable, if attempting to copy a protected video

Didn't finalize the disc as I just followed the instructions in the manual (p.36) which doesn't mention that it's needed. I must confess to ignorance on these matters

For the disc to be readable on other m\cs it must be finalized, so you need the disc back and finalize it in your m\c (or burn another one and finalize it.)
