As A User I'm not sure that the actual situation is being portrayed

I'm of the understanding that XP applications will be supported in a Virtual Application protected Mode, within computers have proccesors that support hardware Virtual Machine application modes at a hardware level within Windows Seven. - It not a compatibility box , but a lot more complex - The details are not fully released at this time - to my understanding. Check the tech mag sites.

So far, using the Windows 7 beta, I've not found a program that won't run in the Vista or XP compatibility mode except Zone Alarm firewall.

As I understand it it's a VM with a fully supported version of XP pro downloadable from MS for free. At least it should give the business world the confidence to migrate to 7 if they know they won't have to buy shed loads of new software as well.
