Question High Speed and Rural in Victoria?

Soon moving to rural Victoria, Australia, (East of Melbourne). Appreciate that cable is probably a non-starter but that a dish may be a possibility. Looking for good advice on an ISP who covers this kind of area with High Speed connection that includes Email. Many thanks.

Telstra can offer the best deal. But government cap the sat. connection at 28kbs so as all country residents, phone modem or satellite are equal.

Thanks Office Update but is that 28kbs or 128kbs? 28 seems a bit slow?
