It's called "Stop."
I first used it for my letterheads back in 1976 when I was doing book covers with a guy called Blair Wilkins for Science Fiction publishers so it really has been around a long time - it's pre computer.
You'll find it bundled with a few graphics applications or plenty of free clones on the type sites which abound.
