Are you are looking for Open Office's PDF creator, as opposed to an alternative PDF reader?
If so, open 'Writer' in OO, create your document and click on the PDF icon which is six from the left in the toolbar.

Given Adobe's reader is free is there any particular reason for looking elsewhere?
