Right click the desktop.
Select Properties
Select Screen Saver tab
Choose Screen Saver
Set Wait time
Tick "On resume, password protect"
Apply.
Make coffee
Select Properties
Select Screen Saver tab
Choose Screen Saver

Tick "On resume, password protect"
Apply.

On xp home it asks whether you want to go back to the welcome screen. So if your entire windows account does not have a password it will not be possible.
You could try using the legacy "proper" logon screen and see if that changes the options

Sorry EGKK, CBA is right - if you haven't set up normal ctrl-alt-del login with password requirement, it isn't possible.

Go to Control Panel, User accounts and disable fast user switching and "use welcome screen".
