If I send an excell file as an attachement in an e mail, when it is opened in the e mail is it normal for it to be in a read only format ?

Yes it is. If your recipient wishes to edit the sheet they should first open it then save it to a local location. Alternatively, they can drag it to wherever they wish to keep it and then open it from there.
