Guest User Settings

I would like to set up a laptop with a Guest user that has no "write" ability. i.e. cannot save files from the internet etc.

Basically just want the user to be able to surf on explorer and nothing else. What is the easiest way?

Sorry, Win XP pro, Installed by me, so I have Admin rights or whatever it is called.
