in Internet Explorer 6 (Can't remember about previous versions) select - tools/options / security/custom and check pop up blocker
Also
Hopefully you are using a personal firewall and/or some anti-virus software.
Try looking in there under anti-spam settings most have a setting to stop (or rather reduce) adverts and to stop pop-ups.
Beware, some web sites will not work without pop-ups when you will have to turn pop-ups back on or make exceptions (depends on the package).

If you are Talking about the pop ups that appear without you surfing to any websites they normaly come through a backdoor in windows messenger so if you don't use it disable it
Try here download messenger disable and take windows messenger off your comp and install msn messenger if you need or want to use a messenger service

maxell ... small POI - You appear to have the Messenger service confused with Windows/MSN Messenger programs. Despite their similair names, they are unrelated.
Disabling the Messenger service (Start,Run, Services.msc, OK) will suffice for blocking those types of ads, having Windows/MSN Messenger programs installed will make no difference.
Not meant in a nit picking type of way, its just I've seen the same advice posted many times elsewhere, and the confusion appears to be contageous (sp?)
